Victor A. Flores, City Attorney
Mr. Flores has enjoyed a career in municipal law, serving previous municipalities in Texas, including the cities of Brownsville, McAllen, Plano, and Denton. Additionally, Mr. Flores serves on the Texas City Attorneys Association Board of Directors.
Mr. Flores’ professional achievements include receiving the Rising Advocate in Government Law Award from the State Bar of Texas (2021), which recognizes one Texas lawyer who is employed by a governmental entity for their outstanding contributions in the field of government law practice. Mr. Flores has also received other awards and distinctions from the International Municipal Lawyers Association (IMLA) and the Texas City Attorney Association (TCAA), all of which highlight Mr. Flores’ contributions to the field of municipal law.
Mr. Flores’ service to the legal profession includes publishing legal articles and speaking at several state-wide conferences, including Texas City Attorneys Association Annual Conference, State Bar of Texas Advanced Government Law Seminar, State Bar of Texas South Texas Litigation Course, University of Texas Land Use Fundamentals Course, and State Bar of Texas Government Law Boot Camp CLE.
Prior to practicing law, Mr. Flores served as a Staff Sergeant in the United States Marine Corps and is an Iraq War Veteran. He’s a graduate of the University of Texas Rio Grande Valley and Western Michigan University Thomas M. Cooley Law School.

About the City Attorney’s Office: The office represents or supervises the representation of the City of Mission in all legal matters, including among others real estate, economic development, land use, labor and employment, civil litigation defense, and civil service representation. The office is responsible for the review and drafting of resolutions, ordinances, contracts, deeds and other legal documents in which the city has an interest. In addition, our office provides legal counsel to several City Boards and Commissions, including among others, Planning and Zoning Commission and Board of Adjustment.
