Cesar Torres – Chief of Police
Chief Cesar Torres was born in McAllen, Texas and graduated from PSJA High School in 1986. He graduated from the University of Texas Pan American with a Bachelor’s of Science in Criminal Justice. Chief Torres worked as a Mission Police Officer/K-9 Handler from 1991-1997, Texas Department of Public Safety 1997-2019, Edinburg Police Chief 2019-2021 and Mission Police Chief 2022-present.
With over 30 years in law enforcement and 18 years in leadership roles, he is committed to building trust within the community and reducing crime.
He leads from the front line during major events, protests, critical incidents and he embraces the use of technology, data-driven analysis in the reduction of crime.
He is committed to youth mentor programs that aid in bridging the gaps in trust and communication between citizens and law enforcement.
Chief Torres supports programs that will assist victims of crimes, the elderly, veterans, boy/girls clubs, students, and other community organizations.
He has a proven track record of reducing crime and community outreach.
