NOTICE OF PUBLIC HEARING

MISSION ECONOMIC DEVELOPMENT CORPORATION

SOLID WASTE DISPOSAL REVENUE BONDS

(FRACTAL POLYMERS PROJECT)

Notice is hereby given of a public hearing to be held on behalf of the Mission Economic Development Corporation (the “Issuer”), on April 25, 2022 at 4:30 p.m. at the Mission Council Chambers, 1201 E. 8th Street, Mission, Texas 78572.

The public hearing concerns a plan of finance, including one or more series of bonds (the “Bonds”) proposed to be issued by the Issuer in an aggregate maximum stated principal amount of $66,000,000. The Bonds will be issued as exempt facility bonds for solid waste disposal facilities pursuant to section 142(a)(6) of the Internal Revenue Code of 1986, as amended (the “Code”). Proceeds of the Bonds will be loaned to Fractal Polymers, LLC and/or one or more subsidiaries or

affiliates thereof (collectively, the “Borrower”), to finance a plastic processing and recycling facility to be located at 4950 Borusan Road (formerly 4900 Borusan Road), Baytown, Chambers County, Texas 77523 (the “Project”). The Borrower will be the initial owner and/or operator of the Project.

The aforementioned public hearing will be conducted by the City of Mission City Council. All interested persons are invited to attend such public hearing to express their views with respect to the Project and the Bonds. Any interested persons unable to attend the hearing, but who would like to express their views with respect to the Project and the Bonds, may submit their views in writing to Mr. McCormick prior to the date scheduled for the hearing.

This notice is published and the above-described hearing is to be held in satisfaction of the requirements of section 147(f) of the Code.
